Cheroot Cutter?

The lady who sold me this in the Nantwich Antique fair wasn't sure what it was, we both agree it was to hold a razor blade and could well be a cheroot cutter. (a cheroot is a cigar with both ends open). But neither of know why it has measurements on it?
