What is it really? Judges Wig Powder Pot.

I always like a good story with an object, and I bought a few things off the same stall at Moss Farm, just because the man said this wasn't a pepper pot..."yes indeed that is what it looks like, but it is actually a pot to hold powder to dust the wig of a judge" he said...he swore that is what it is...not sure myself.
